He entirely ignored General Order 315 (3) as he took no steps to see that the amounts show in the receipts were entered in the shroff's collection book be- -fore he signed the receipts, although this was a most obvious and elementary precaution, and he cannot at any time have looked at the collection book, or he must have realised that the number of licences accounted for was short of the number which he was continually signing. Similarly he cannot at any time have added up the counterfoil receipts, or he would at once have found the large discrepancy between them and the a ounts accounted for. It appears that in spite of the warning which he had in Wong Hau- -nam's case he signed whatever was put before him without any sort of supervision.
Kr. Lenfestey puts forward in exculpation the attached minutes which passed between him and Can Pui. There would appear to be no reason why Lr. Lenfestey should not himself and have checked the accounts, as he was in charge of the office, he had ample time for the work.

The first clerk, kr. Chan Pui, cannot in our opinion the held to be responsible. It was formerly his duty to
check the Junk Office accounts, but under the attached orders, dated February, 1911, Hr. Chan Fui was directed to take charge of the Chinese clerks and shroff on the upper floor, while Hr. — Lenfestey was to take charge of the Junk Office. It would seem that Mr. Chen Pui might reasonably infer from these orders that he was no longer responsible for the Junk Office,Accounta especially as a European clerk had been put in charge. His time appears to be fully occupied in his own department, more particu- -larly since he has had additional work in connection with the collection of Light Dues, while Mr. Lenfestey's work has been considerably lightened since he has been relieved of nis duties in connection with emigration.
